The firm has prepared more than seventy-five (75) Comprehensive Plans or Master Plans throughout Virginia, West Virginia, North Carolina and Maryland ranging in size from neighborhoods to three county regions. Comprehensive plans have been completed for the historic Towns of Abingdon, Smithfield and Urbanna; mid-size towns such as Vinton, Windsor, and Tazewell; mid-size Cities including Petersburg and South Boston, Virginia; new town designs in Florida and Maryland; Land Use Development Plans for the Elko Tract, Fort Pickett and St. Paul NDP; the Skiff's Creek Land Use Plan in James City County, Virginia; and growth management plans for Spotsylvania County and eastern Goochland County; the latter to accommodate a $5 billion Motorola plant. In addition, the firm completed revisions to the Colonial Heights and Petersburg Zoning Ordinances and new ordinances in Southwest Virginia Counties. Particular attention has been paid to regulations for the Chesapeake Bay Preservation Act in the more eastern jurisdictions.

Housing and Community Development
K. W. Poore and Associates, Inc., has extensive experience in the community development field beginning with HUD Urban Renewal and Neighborhood Development Programs (NDP), and since 1973, the Community Development Block Grant Program (CDBG). During the last ten years the firm has assisted local government in the development and implementation of over one hundred (100) CDBG projects and HOME programs; with funding estimated at $100 million through State housing and community development departments and/or HUD. Each project has contributed to economic growth and improved living conditions. In Southside Virginia, CDBG funding has brought about construction or rehabilitation of over 2,800 housing units and benefits for 14,500 persons either directly or indirectly during this period.

Housing Conditions
The firm applies a 5 step process for the preparation of community development project plans. Project activities involve the provision of housing and supporting infrastructure within the surrounding neighborhood as well as the elimination of blighting factors contributing to the area's economic decline. Such projects are carried out in conjunction with neighborhood advisory groups, housing authorities and nonprofit housing providers.

Project Management Assistance
- Federal and State Grant Applications - Program Development and Project Implementation - Citizen Participation - Program Budgeting and Scheduling - Project Management and Close-out - Environmental Impact Analysis The firm typically serves local governments in the three phases of a community development project:
1) Preparation of applications for Federal and State grant funds for assistance with housing preservation or development; economic development (commercial and industrial uses); and/or infrastructure improvements both at the regional and local level.
2) Program development identifying project activities eligible for funding and necessary in order to address priority needs of the community including direct and indirect beneficiaries.
3) Project management assistance over the life of the project to insure compliance with Federal and State program requirements and to build capacity at the local level.
Management services have been provided in the largest majority if those projects in which the firm assisted with the project application. All Federally and State funded programs have been successfully completed and closed out in accordance with the funding agency's requirements.

- Industrial Development Projects - Financial Feasibility Analyses - Market Studies Financial feasibility and market demand studies are common place with the firm for any new development, adaptive reuse or revitalization projects whether they involve housing, commercial or industrial use. The success of the project funding and investments often depend upon an in-depth financial analysis and documentation of development cost and operating budgets. The analysis typically addresses design parameters, level of service, targeted beneficiaries, capital expenditures and revenue stream for operating and dept retirement.
Market studies have involved assessments of local demographics, surveys (phone, intercept, and personal interviews), on a communitywide basis and the development of waiting lists for users of proposed facilities.
During the past four (4) years the firm has been involved with several elderly assisted living centers and adult day care facilities for the mentally and physically disabled, low income elderly housing projects, senior citizens centers, micro enterprise and larger projects, commercial projects, commercial seafood enterprises, and various other highest and best use analyses. Most were a part of community development funding efforts.
Site Planning and Urban Design
The firm provides urban design, land planning, recreation and park design services. We have been involved in the design and development of more than twenty (20) park complexes and/or recreational studies and assisted fifteen (15) communities in the procurement of Federal funds under the Land and Water Conservation Fund Program and various State recreation initiatives. Site planning services have included the design of residential subdivisions, industrial subdivisions, industrial parks and master plans for areas as large as 2400 acres. Urban design services include downtown civic centers, mall layouts, streetscapes and urban renewal area designs. The firm has received national awards for the Petersburg recreation study, the Virginia Municipal award for Human Development for the Island Park Complex in Appalachia, Virginia, and Governors awards for comprehensive housing strategy for Martinsville, Virginia, and residential care and adult daycare for mentally and physically handicapped for Frederick County, Virginia.

Boundary Adjustment Feasibility Studies
Feasibility studies for municipal boundary adjustments have addressed land use development trends and vacant land issues, financial assessments (potential revenues and expenditures), service plans including capital outlays with debt retirement and comparative analysis of governmental services. All such work has been used to determine the basis and need for boundary changes in eleven (11) Virginia jurisdictions.
Environmental Constraints Communication Graphics
Historically, the planning profession, the development community and attorneys have had to rely on graphics to communicate relevant information to the public, local officials, and the courts. Individuals in the firm have professional degrees in architecture, landscape architecture, city planning, and commercial art and have won numerous awards in the graphic arts field. Staff assistance is available to localities, private developers and attorneys for graphics and presentation materials needed in annexation proceedings, civil and criminal court cases, public meetings, and hearings for planning related issues.
