City of Franklin Cobbtown–Oldtown Housing Redevelopment

Overview

The Cobbtown/Oldtown Neighborhood in the City of Franklin had experienced significant deterioration due in large part to the decline of industry in the area. Its proximity to railroad lines and public housing contributed to a downward cycle of decay, abandonment and extensive blight.

Approach

The neighborhood study, funded under a CDBG Planning Grant, focused on the rehabilitation of houses in conjunction with water, sewer, utilities and streetscape improvements. New infill housing was created for home ownership in order to provide decent, safe and affordable housing in a suitable living environment for the residents of the neighborhood.

Implementation of the plan included resident relocation, housing rehabilitation, and infrastructure improvements. A $1.25M construction grant was awarded to the City by VDHCD to implement the project.
