City of Franklin TEA-21 Visitor's Center

Overview

In 1999, the City of Franklin experienced torrential rains accompanying Hurricane Floyd which dumped 10-12 inches of rain in the Blackwater River watershed, already saturated by rains from Hurricane Dennis. The resulting flooding inundated downtown Franklin, including the former train depot building. In 2001, the City was awarded funds under the Commonwealth of Virginia's Transportation Enhancement Program (TEA-21) in order to restore the decaying train depot building into a rejuvenated visitor's center to serve as the showpiece for downtown Franklin.

Approach

K. W. Poore & Associates, Inc., was hired by the City in order to perform the following project management tasks: complete a site environmental review; assist in real property acquisition and business relocation activities; prepare authorization certifications and reimbursement requests; participate in pre-bid conferences and the awarding of construction contracts; comply with all federal, state, and local regulations governing the project including the procurement of professional and non-professional services and applicable federal labor compliance standards; and prepare and file the necessary report, records, and responses as required by VDOT.
