City of Richmond Highland Park Neighborhood Redevelopment

Overview

Highland Park is an established single-family neighborhood northeast of the downtown. Beginning in the 1960s the neighborhood declined as families and businesses moved out to the city to the suburbs. Rental units, empty storefronts, and generally deteriorating conditions led to the City's determination that a revitalization plan was needed.

Approach

Working with the City, neighborhood associations, non-profit housing providers and the Redevelopment and Housing Authority, K. W. Poore and Associates, Inc., prepared a plan to address physical deficiencies, social and economic problems, housing needs, land use and circulation.

Implementation plans were developed, including a CIP for infrastructure needs, a housing plan, and a Conservation/Redevelopment Plan. Schematic conceptual plans were developed for key features.
